Abstract


Incoming and outgoing correspondence at BMKG Meteorological Station Class I Juanda is still recorded in Microsoft Excel, resulting in no role-based access control, slow document retrieval, and manual archive life-cycle management based on the Records Retention Schedule (Jadwal Retensi Arsip/JRA). This study aims to design and implement a web-based dynamic archive administration system called Manajemen Dokumen that replaces this manual recording, including JRA-based archive life-cycle management with a destruction audit log. The system was developed using the Waterfall method with Vanilla PHP 8.2, PostgreSQL, and Docker Compose. Outgoing letter numbers are automatically validated using regular expressions, while physical files are organized into a five-level dynamic directory structure. Black-Box Testing with Equivalence Partitioning and Boundary Value Analysis was applied to all features. The results show that all test scenarios were rated OK and every feature met the defined functional and non-functional requirements. The system was declared feasible and handed over to the General Affairs Subdivision, making archive recording, retrieval, and destruction more structured and accountable.
